Larry Spring is City of Miami’s Chief Financial Officer and Assistant City Manager. Prior to rejoining the City of Miami, Spring held several executive management positions in healthcare, commercial banking, municipal government, real estate and economic development. Through the years, he advanced from Vice President/Controller of Total Bank to City Manager of the City of North Miami.
He has facilitated the development, financing, and operation of numerous major infrastructure projects in South Florida. Spring is the former managing director of Achievement Consulting Group, a consulting firm that specializes in real estate development, government relations, and financial consulting services. Some of the most notable include the development of Perez Art Museum, Frost Museum of Science, Miami Marlins Baseball Stadium, the Miami Port Tunnel, Midtown Miami Development in Miami, and the Sole-Mia Development in North Miami. Spring also led the bond financing process that funded nearly $1 billion in public infrastructure.
As an assistant City Manager and Chief Financial Officer, Spring oversees seven city departments including Finance, Grant Administrations, Housing and Community Development, Economic Innovation and Development, Management and Budget, Procurement, Risk Management, and Real Estate and Asset Management.
Spring holds a bachelor's degree in Accounting from Tulane University, a Certificate of Specialization in Entrepreneurship and Innovation from Havard Business School and is a licensed CPA. Spring is also very civically engaged and served with several community organizations including the Miami Foundation, Miami Parking Authority, and the 100 Black Men of South Florida.
